Are your tone wheels in good clean condition? Is the loom ok? (I assume yes if you get no errors) AFAIK the resistance readings are the same for all. There could be a few reasons for this I expect, I've seen reference to cleaning the Throttle Body as a potential solution.

Then maybe start looking at the plugs/coil?

Welcome to the site, its unlikely to be a heatshield as I'm sure you'd notice it at other RPM?
The gear stick sometimes 'tizzes' as well, holding it tends to stop it.

I didn't think the actual block had anything to do with aircon setup but I could be wrong?

There were definitely different blocks throughout production and different ECUs but it was my understanding (never tested) that you could do a like for like swap of the actual engine
