I would recommend using the EHPAS from Toyota MR2, the later model. It is all in one unit with ECU incorporated and you get to keep the steering rack as it is. Check my thread for details on that

THE PAS switch is normally open, I believe. Only when steering opened to max, it should close. So it is rather straight forward test. See with multimeter what is its state and them with wire short the connector pins to see if the engine revs rise a bit

Have you checked the brakelines? I would disconnect them one at a time at both ends and check them for blockage or internal collapsing points

Does this answer your question? The camcover is not flat, and the level is not 100% horizontal, and given the line of thought I would pursue and go for a roundish number, I'd call that inclination of 12 degrees....

I tried them as well and they were horrible. Put stock HB3's back into the car and they work better than the LED's I tried. Not worth the hassle, IMHO
