surface rust on rear arches and re-dipping alloys

Hi there, kev here from East Lothian...ive just purchased a puma millennium and although in very good condition considering its now 16 years old, there's surface rust on drivers side rear wheel arch and the chrome is flaking on the millennium alloy wheels. Any advice on the best course of action. I absolutely love pumas and see this purchase as a long term project...it currently has 91000 miles and any advice on sympathetic upgrades would also be appreciated...kind regards kevin
 
If there is surface rust showing on the outside then I would say pretty confidently that the arches will need replacement as the rust starts INSIDE the arch, so has managed to work its way right through the metal.

The alloys just need a refurb. You can do this quickly yourself with some patience and reasonable practical skills (some even leave the wheels on the car). Or you can just get it done properly and give them to professional company for blasting and respraying.
