Clip on fuel tank - supposed to be empty?

I've had my fuel tank and after I put it back in yesterday I noticed that the plastic clip in the pic below has space for two cables, but I've only got one cable. Is there supposed to be something else which goes on the other side of the clip?

It was a while a go when I removed the tank so I can't remember.
