Sticky throttle cable or ICV?

Just recently on tick over the revs will go up to 1.5k - 2k then drop to below 1k. Sometimes when I change gear the revs will shoot up again, also if I'm a 30zone and I take my foot off the accelerator it will maintain speed or sometimes gain a little bit of speed.

My first thoughts were sticky throttle cable, but I've just read of someone with a similar problem and it's been suggested it could be the ICV?

You can throw TPS (Throttle position sensor) into the mix as well

I've got the same problem but a complete newbie so would like to know how to cure it!!!!
