Flux Ion Generator?

Been told that this damage to my rear window could have been caused by a faulty flux ion generator. Haven't a clue what or where it is. Anyone know?

It looks like it was caused by a successfully executed kinetic energy exchange betwixt hand, brick and window in my opinion...
